As a proud member of GESTE, the association that brings together leading digital content and service publishers in France, Digital Virgo supports this new Advertising Charter, developed with the support of the French Professional Advertising Regulatory Authority (ARPP), which reinforces the principles of transparency and responsibility in advertising and digital payment practices.

In its latest press release dated November 13, 2025, GESTE states that with more than 80%* of French people connected every day and digital consumption constantly growing, internet users expect simple, fast, and transparent experiences.

In this context, GESTE members have decided to strengthen the framework for digital advertising and invoice payments by telecom operators by implementing the GESTE Advertising Charter, which came into force on June 11, 2025.

As a proud member of GESTE, Digital Virgo France supports this new Advertising Charter, developed with the support of the French Professional Advertising Regulatory Authority (ARPP), which reinforces the principles of transparency and responsibility in advertising and digital payment practices.

A clear framework for advertising and carrier billing

This charter aims to improve advertising transparency during the subscription process via carrier billing solutions.

It defines the ethical rules applicable to the dissemination of advertisements by GESTE member publishers who monetize their services via carrier billing.

This charter is a virtuous example of sector self-regulation. It demonstrates the market’s ability to organize itself to define a clear, understandable, and protective framework for consumers.

Trust at the core of digital payments

Used by GESTE members, carrier billing solutions allow users to purchase or subscribe to digital content (video on demand, music, games, press, etc.) directly online, without providing their bank details.

These payment methods offer a smooth, secure experience that complies with French regulations governing carrier billing purchases. The GESTE Charter is based on the recommendations of the ARPP and the ethical rules of the Af2m, reflecting a shared commitment to ensuring a digital environment based on transparency and trust.

Concrete commitments for greater clarity

With this charter, GESTE reaffirms its commitment to clearer, more ethical advertising that respects users by formalizing several strong commitments:

•   Explicit and systematic identification of advertising messages and promoted content

•   Clear distinction between editorial and promotional content
