Morocco is a country of contrasts—where centuries-old traditions meet cutting-edge technology, and where a bold vision is turning ambition into reality. Over the years, the Kingdom has strategically positioned itself as an African digital hub. Having spent over a decade managing Digital Virgo's operations across West, Central, and Southern Africa—and especially in my home country, Morocco—I am proud to witness the rise of this digital ecosystem. Morocco is establishing itself as a key driver of digital transformation in the region, and at Digital Virgo, we’re honored to be part of this exciting journey.

“Digital is Morocco’s path to progress.” 

Morocco has made digital transformation a national priority. The Morocco Digital 2030 strategy reflects this urgency. It focuses on creating a foundation for a future where connectivity drives opportunity, innovation, and growth. 

Massive investments are already being made into digital infrastructure, innovation zones, and support for start-ups through incubators and public-private partnerships. I believe this approach, grounded in vision and action, is what gives Morocco such strong momentum. 

“I see faces, stories, and ambition.” 

Over half of Morocco’s population is under 30. A digitally native generation is stepping forward, equipped with curiosity, creativity, and the tools to lead.  

Across the country, universities and institutions are working with global tech leaders to offer training in fields like AI, cybersecurity, blockchain, and cloud computing. The programs provide pathways to sovereignty in innovation, empowering Morocco’s youth to shape the future rather than simply preparing them for it. 

“Telecoms are not just selling access—they’re building bridges.” 

Behind Morocco’s digital progress lies the backbone of its telecom operators. With over 54 million mobile connections and 92% internet penetration in early 2025, the reach is impressive. But what matters most is impact. 

Thanks to recent strategic partnerships between telecom operators, Morocco is accelerating the deployment of 5G and fiber networks, expanding access to high-value digital services across the country. By sharing infrastructure, telecom players are enabling faster, more inclusive connectivity—empowering both citizens and businesses to fully benefit from the digital transformation. This enhanced accessibility paves the way for broader access to information, smoother communication, and greater inclusion in financial, educational, and social services. 

“Inclusion begins when everyone can participate—regardless of their bank account.” 

While digital access is growing fast, nearly 46% of Moroccan adults remain unbanked. Among women and rural populations, this divide is even wider. But alternative payment methods are changing the game. 

Direct Carrier Billing (DCB), for example, is a powerful tool in this transformation, enabling anyone with a mobile phone to pay for services without the need for a bank account. This simple shift has profound implications, making education, entertainment, and essential digital content accessible to millions. By integrating DCB into local ecosystems, we’re able to make digital access a truly inclusive experience, acting as a bridge between service providers, telecom operators, and end users. The potential of DCB is undeniable. In 2024, global spending via DCB for digital content was estimated at around $50 billion, with projections showing a steady rise expected to more than double by 2027. This represents a 15.7% annual growth rate, highlighting DCB’s growing role in driving digitalization and fostering financial inclusion, particularly in regions where access to traditional banking remains limited.
